Interesting that if anyone tried to pull this crap in the private sector they'd be promptly fired, sued for the amount they spent, and criminally prosecuted for embezzlement. But apparently most governmental workers have a totally different set of ethics than most of us that work for a private employer. May have something to do with the fact that gov't employees are notoriously difficult to terminate.
