add whomever you want. The only time I hesitate to add someone to my blogroll is when I know it's a "secret" blog. Like yours once was, and like some others I read are. Otherwise, if it's a blog I regularly read, I blogroll it. For no other reason than it makes it easier for me to read them!
And then hopefully I get some reciprocal links out of them. But that's not always the case. Just because I read them does not mean they read me.
However, for me, I try to do reciprocal linking, because I'm flattered to be blogrolled by others. If they're reading me, I try to read them, too. I don't always know who has me blogrolled, though. That's where monitoring your site meter helps.
writersblock is right. If it's a public blog then you can link to it. A blog roll is really your own reading list (so to speak) that lets people know who you like reading. Although I've been very bad about updating mine lately as I've been updating my feed reader instead. *sigh*
No, the faux pas is when bloggers write and ask you to link to them. Especially when they've never commented and you don't even know who they are. I've had a few requests like that - I generally ignore them. (why they'd ask me will always remain a mystery LOL)
